Colonial Parkway Murders
Longtime lurker here, and this will be my first post. I apologize in advance if I make any formatting errors or mistakes. This post gets a bit long, but I wanted to provide a comprehensive detail of the murders/investigation. Be easy on me!
Growing up in Hampton Roads, Virginia has led me to a pervasive interest in the paranormal and unresolved mysteries from a young age. One of the most infamous murders in this area is the Colonial Parkway Murders. Most believe that this series of murders took the life of four couples between the years of 1986-1989. Unfortunately to the friends and families of these victims, these cases remain unsolved. Many leads have been followed, and many theories abound- however, LE seems to be in the exact same position they were in the late 80’s- nowhere further to finding the killer.
Couple One: October 9th, 1986- Cathleen Thomas (27) U.S. Naval Academy Graduate Class of 1981 and Stockbroker & Rebecca Ann Dowski (21) College of William & Mary Senior
Victims were last seen on the evening of October 9th, 1986 as Rebecca prepared to go home for the small three day weekend break from school. Cathleen’s 1980 Honda Civic was originally spotted by a jogger on October 12th at the Cheatham Annex Overlook along the Colonial Parkway. Rebecca was found in the backseat of the car, and Cathleen was found in the backseat under the hatchback. Both women were fully clothed and there was no sign of sexual assault. Purses and money were also found inside the car leading LE to believe that robbery was not the motive.
Since the murders actually happened on federal property, the case became FBI jurisdiction and autopsies and further investigation led to some interesting finds. Nylon ligature burns were found on their necks and wrists, signs of strangulation, throats slashed, and diesel fuel poured all over their bodies and car. The killer was unable to ignite the flame, so LE theorized that is why the car had been pushed over the bluff and out of the view of travelers and joggers. Throats had been slashed in a left to right motion, implying the murderer may have been right-handed. There was a 3-inch piece of rope bounding the neck of one of the victims between the collar and the neck. Cathleen had apparently struggled in the scuffle because there was a clump of hair found in her hands. To top it off 150 latent fingerprints were found in the car that could not be matched to any person in the FBI database.
Couple Two: September 22nd, 1987 David Knobling (20) & Robin Edwards (14)
According to witnesses, David picked Robin up from home around midnight and went to go see the movie Dragnet with some friends. You may have noticed the huge age difference between the pair, but Robin looked older than the average 9th grader and was known for dating older men. On September 19th, David’s black Ford Ranger pick-up truck was found in the parking area of a wildlife refuge in Smithfield, Virginia (22 miles from the nearest entry point to Colonial Parkway) with windshield wipers and radio still on. In the car, LE found a pair of men and women’s underwear, and a pair of women’s shoes. The odd state of the car had families and LE fearing the worst. Unfortunately, the bodies of the couple were found on September 23rd by a jogger named Louis Ford on the Ragged Wildlife Refuge on the water’s edge of the James River.
Both victims had been shot in the back of the head, however, media never stated the caliber of the gun used in the crime. Most experts lean to the possibility of a .38, .32, or a .357 used. No shell casings were found and some believe a revolver could have been the murder weapon. Robin was found with her jeans unbuttoned and no shoes on. In the case of this murder, Robin’s wallet and presumably the money inside it were actually missing. Since the Ragged Wildlife Refuge is state property, this case was taken over by the State Police.
Couple Three: April 9th, 1988- Cassandra Lee Hailey (18) & Richard "Keith" Call (20) were classmates at Christopher Newport College (Now, Christopher Newport University)
Cassandra and Keith (the name he went by), who were on a first date together, were last seen leaving a party in University Square in Newport News at 1:30 am. On April 10th, Keith’s red 1982 Toyota Celica was found, unoccupied, with the driver’s side door open and keys still in the ignition in the York River Overlook on the Colonial Parkway. Keith’s father, Richard stated he saw his son’s car on the way to work the following day, pulled over and glanced through the car. When he looked inside the vehicle nothing seemed to be amiss and there were no clothes located inside. He went to work, concerned but thought the young couple may have walked down to the nearby beach for a romantic walk.
However, when LE contacted him later about his son’s abandoned car some personal articles were found inside: a woman’s purse, a man’s watch, a pair of glasses, car keys, and Keith’s wallet with $12 inside. Kassandra’s wallet was missing, as well as the money inside. Undoubtedly, this sudden emergence of items was concerning for his father as he did not notice a single one of them on his morning commute. To this day, their bodies have not been located and they are presumed dead. Since the crime happened on Colonial Parkway, this case was also under the jurisdiction of the FBI. They were able to pull fingerprints from Keith’s car. The family of this couple feels that the car was dropped off on Colonial Parkway since neither of two victims frequented this road or used it to travel from Newport News to Yorktown.
Couple Four: September 5th, 1989- Annamaria Phelps (18) & Daniel Lauer (21)
Daniel Lauer was moving from his hometown in Amelia County, to live with Annamaria and her boyfriend at their new place in Virginia Beach. They were last seen right before 11 pm on the 4th as they began their trek. On September 5th, Daniel’s tan 1972 Chevrolet Nova was found heading the wrong direction (moving west, while Virginia Beach is east) at the New Kent rest stop. The car itself was found parked near the parking area designated for big rigs heading toward the ramp, halfway on the shoulder and halfway on the road. LE was immediately concerned about the state of the abandoned vehicle and found that the car had driven over weeds in a field, or dirt forest roads. Annamaria’s wallet was missing and the killer had left her personal roach clip with feathers hanging from the rearview mirror. A signal that her family took as an insult.
Bodies of the two victims were found on October 19th, 1989 in New Kent County by two deer hunters in the woods near the rest stop where the car was last located, about 1.25 miles away. This area is approximately 30 miles from the I-64 ramp to Colonial Parkway. When the weeds found on the underbelly of the car had been tested, the weeds and dirt matched where the bodies were located. The hunters had come across a blanket in the woods and when they moved them they found two skeletons. At least one of the badly decomposed bodies appears to have suffered knife wounds, with definitive scoring on the bones of Annamaria.
Theory 1: That all of these murders are connected by the same murderer. A psychic named Pam Coronado stated she felt another couple murder could be connected to the Colonial Parkway Murders- Mike Margaret & Donna Hall.
Mike and Donna were long-time sweethearts who lived in the trendier portion of West End Richmond. There were last seen at an intimate gathering of friends on August 17th, 1984 at about 11:45 PM when they left. They told their families that they planned to go camping for the weekend. When they did not return Sunday evening, their families filed missing person reports. Some family members prayed they chose to elope. On Tuesday, August 21st 1984, a retired dentist was walking his dog behind the King’s Crossing Apartments off Gaskins Road when he noticed a Jeep backed into a depression off the trail. The passenger side door was found open, keys in the ignition, ashtray open, and a bandana found hanging from the rearview mirror, and another tied loosely around the clutch. Two suitcases were found in the back with a paper bag full of clothing. He quickly noticed what could be dried blood on the passenger side seat and became concerned. He walked behind the Jeep and came across a foul smell and saw a checkered blue and red blanket about 20 feet away. There he discovered the bodies of Mike and Donna. Donna did not have on shoes and they could not be located in the crime scene, and no defensive wounds. No drugs were found at the crime scene, and three cigarettes had been smoked, a bottle of beer drank, and they were scattered in a line on the ground.
They has been drugged with Demerol, and their throats had been slit. According to the coroner, Mike and Donna has died between 1-2:00 am on August 18th. Three DNA blood profiles were found at the scene including Mike, Donna’s and an unidentified third. This person had a Type A blood profile and their blood was not splattered, but dropped all over the car as if the killer was searching for something. If this is connected to the Colonial Parkway Murders, it would actually be the first known murder, proceeding Cathleen and Rebecca by two years.
Theory 2: Detective Spingola believed that the murders could be the work of multiple killers- especially the murder of Cahtleen Thomas and Rebecca Ann Dowski. He believes that the Thomas and Dowski murder could be connected to the Shenandoah murders of Lollie Winans and Julie Williams who had their throats slashed in the Shenandoah National Park. Located 180 miles west of the Colonial Parkway. He theorizes that these two murders could be the work of a serial killer targeting lesbian couples.
On May 19th, 1996 Lollie, Julie, and a golden retriever named Taj entered the Shenandoah National Forest to spend two weeks camping. They were last seen on May 24th by a camp ranger who, after renewing their camping permits, dropped them both off at the Stony Man parking lot at about 5:30 pm. Lollie was expected back on June 1st for a friend’s wedding, and Julie was to return to work a few days before that. When they did not arrive, a search was initiated by William’s father on May 31st. On June 1st, their bodies were discovered by park rangers near the Skyline Lodge. Their wrists were bound and their throats had been slashed in a left to right fashion- Much like Cathleen and Rebecca. One of the women was found 30-40 feet from the tent in their sleeping bag, mouth covered in duct tape, wrists bound with cloth, and throat slit. The other was found inside the tent in her night clothes, mouth gagged, wrists and ankles bound with duct tape, and throat slipped. Neither women had been sexually assaulted or robbed.
Fret not animal lovers, Taj was originally missing. However, in the proceeding days Taj was found wandering around Whiteoak Canyon unharmed.
At one time Darrell Rice, a known woman-hater local to the area was a suspect in Lollie and Julie’s murders was put on trial for his possible involvement. He was seen inside the Shenandoah National Forest earlier that week, but was not there after May 26th, and coroners believed the women had been murdered the 28th-29th. His DNA also did not match the hair stuck to the duct tape or used in the cloth bindings.
Theory 3: Some investigators believe that the murderer(s) could be someone affiliated with the FBI, Virginia State Police, National Park Service Ranger, or the CIA. Pat Brown felt this way based off all the victims’ windows being partly rolled down. Something a person would do naturally if they were pulled over by LE.
Fred Atwell (now 70), deputy at the time of the initial slayings has been a person of interest for some time. At one point over 80 crime scene photos were illegally released to instruct future FBI photographers and Atwell was the one to discover this oversight. Many even viewed him as a hero. Unfortunately, the families of the victims have differing experiences with him. Stating he is obsessive over the murders and none to insert himself into private and intimate situations with the victims’ families. In September 2011, he was arrested in Gwinnett County, Georgia for robbing a woman by gunpoint, less than $100 stolen.

- I noticed all the murders (outside of Robin and Keith’s) happened on holiday weekends. What is the significance there?
- Robin and Keith’s murder was the only one in which a gun was used as a weapon. Why were they considered to be related? 4.Sometimes I wonder whether the moniker I-64 Murders would make a bit more sense. Thoughts?
- I personally do not feel Mike and Donna’s murders are connected. Both of them were known for recreational drug use. Could their murderer have been searching for drugs of some kind?
- Cathleen, Rebecca, Lollie, and Julia were the only victims who did not have their wallets stolen and throats slit in the left to right motion. Does that only further strengthen the theory that these two murders are related?
